In the meantime, I have the honour to sub-
-mit the names of three local candidates for the appointment
of First Assistant Director of Public Works in the order of
their seniority. They are

I append statements by each of these officers of their pro- -fessional employment, before they entered the service of this
Colony.
There is another Officer, Mr. H. T. Jack- -man, who joined the service in June, 1903, on a three years' agreement and was transferred to the Permanent Staff in 1906, and promoted to First Grade Executive Engineer in August, 1912, who may probably claim seniority to Mr. Perkins because the latter was not promoted to First Grade Executive Engineer until May, 1914. But Mr. Perkins joined this service on the permanent staff and therefore should rank senior to Mr. Jack- -man. The Director of Public Works says that he overlooked this fat when recommending Mr. Jackman's promotion to the rank of First Grade Executive Engineer in 1912. I have not, therefore, taken Mr. Jackman's candidature into account..
